Error: The values {ATTR_VALUES} aren't valid for attribute "ATTR_NAME" while loading PPM using HDL?

Summary:

We are facing this error when trying to load Personal Payment Method using HDL:

The values 300000003322343,24045815,CA,300000003322347 aren't valid for the attribute BankAccountId.

Content (required):

We have configured the pre-requisites configurations and setups in order to load the file.

Also, we have added a valid combination to represent the BankAccountID in the HDL file.

Version (include the version you are using, if applicable):

This is for System Version 23B
