How to add multiple validations on manage formats - same requirement for different countries

Summary: ability to add multiple validations on manage formats - same requirement for different countries

Content (required): i am getting error 'a record with the combination of values already exists' when i try to add user defined validation for payee bank branch number to be required. The 2 validations are not identical as they are for 2 different countries. Is there a way around this?
