"An Error Occurred While Launching Your Learning Item" when launching e-learning player on device

Summary:

We have a user who encounters a dropped ice-cream error message "An Error Occurred While Launching Your Learning Item" when using his personal device to launch the e-learning player for SCORM courses via remote access, but when trying them on another device he has no issue. Indicating of course, that the issue is with the user's device.

We have the LMS configured correctly for the new e-learning player, as per Oracle Fusion Learning Cloud: Error When Launching the HTML eLearning Player: An Error Occurred While Launching Your Learning Item (Doc ID 2734850.1). No other users are reporting an issue.

Does anyone have any suggestions for why one device would result in this error but not others? Is this an issue we should work through with the course vendor?
