Oracle charged me after I changed my payment method while being on the free tier.
Oracle has charged $100 on my card, after I changed my payment method. I just tried to changed the payment method while I was still on the free tier.

Yesterday, I changed my payment method, but I don't know why oracle charged me $100 , more knowing that I didn't even changed the free tier to the pay as you go plan, and there is nothing in the payment history of Oracle cloud. Oracle team, can you tell me why you charged me $100 USD? how can I get a refund for that?
