Is it possible to attach output document to attachment attribute when modify action is triggered?

Summary:

When submit action is completed user wants to attach output document to attachment attribute. we have the option to attach document to attachment attribute on print action in same way is there any way we can add attachment to the attachment attribute on modify type action(other than REST API)?
