How is duplicate employee creation handled in HCM?

Usecase is, We are loading employee data from a source file via OIC using HDL import. If Employee with same email-Id ( or say some other unique identifier like Employee ID maintained in a DFF value) exists, can the system stop from creating a duplicate record?

Is there any out of the box set up and maintenance available for this duplicate check?
