Working with http calls load() function

Hi all,

I am trying to load a document from the external hosted system using the RPL load() function. The function is working fine if I load the document from the content library but it is skipping all the records if the function is making a http/https call.

As per document, the http/https download has to be enabled for the account.

Is that what we can enable from the account configuration page by logging in as an administrator OR do I need to reach out to Oracle Support team to enable it for the account?

Also I wonder, is licencing involve in enabling this feature for the account?
