Why doesn't the Worker Potential values get refreshed after processing the refresh batch process?

Summary: Why doesn't the Worker Potential values get refreshed after processing the refresh batch process?

Content (required): The refresh Batch process is run using the parameters: 1) Refresh column defaults 2) Refresh Primary Manager Hierarchy 3) Reevaluate Eligibility.

Note: No Person selection criteria, Refresh date is Actual Process Date.

In worksheet under the Performance tab we have Performance Management Calculated Overall Rating, Worker Potential and Performance Document enabled. None of the columns have any defaulted values / dynamic calculations.

The refresh process with the above mentioned parameters refreshes the Performance Management Calculated Overall Rating but doesn't refresh the Worker potential values.
