Is it possible to restrict or lock a Location from performing Combining/Splitting LPNs?

I want to restrict my personnel from performing combining and/or splitting LPNs in one particular location in the warehouse.

For example, my personnel scans an IBLPN or OBLPN in one particular location and choose to combine or split that LPN. In this case, the system should throw an error when he/she attempts to combine or split that LPN.
