Cannot create Autonomous DB (ATP)

Summary:

I am trying to create a Autonomous DB as a part of the course. However, when I'm trying to create it, its not letting me create. The create button doesn't do anything - neither provides feedback, nor creates a database. I'm on a free tier of oracle cloud. Why am I not able to create it?

No code, but just trying to create a DB from the Oracle Cloud -> Oracle Database -> Create Autonomous Database.
