Creating Forms - Can images be pre-loaded and added to form?

Summary:

Hi - looking to add images to forms to help user complete form. These images will guide the user to complete the form accurately.

I can see how user can add image (eg take a photo) to form but cannot see how to add image to the form that will show when user starts to complete.
