Can we create and use the EFF's without without having PIM/PD license

Summary: We have a requirement where we need to create and deploy the EFFs on the Item Root Class however as per the latest communication with Oracle they are saying that we cannot be able to use it. If we require that then we need to have a Product Hub license to be used. So is there any other ways to deploy the EFF's without consuming the license. we are having a requirement of around 80 feilds to be created on the Product Information page. Please find the attached document for your kind reference. Requesting you all to provide
