How to bypass Autocomplete Validation using the global function

Summary:

Our client has validation in the "When and Why" effective date field that prevents anyone except the HR specialist from choosing a backdated date for a salary change/ICP, etc. This is already in PRODUCTION and seems to be working fine.

Recently there was a case where the HR Specialist had to process a salary change backdated, While this HR was able to submit the transaction, the approval failed with a message. (Note - per our configuration, There is also no approval when the HR Specialist performs the salary change transaction.i/e the transaction is auto approved) "Contact Oracle Support with the detailed diagnostic log fault message and request them to work with Administer Salary product area team to resolve this issue". So there appears a conflict. Oracle is suggesting.
