RF-Text: Repack OBLPN is allowing mult ship to on the same TO OBLPN

Summary:

When the RF-Text: Repack OBLPN is configured to restrict-multiorder-comb = NO, the screen allows the user to combine multiple orders on the same OBLPN which is expected. But it is allowing to combine orders that are not going to be shipped together (different ship to). Is it the expected behavior? Is there any setup that can be done to avoid this?
