Generating attachment with a JSON file using REST API

Summary:

We are having issues with generating an attachment with a JSON file using REST API.

Content (required):

We are currently using REST API to create a new request, generate attachment (with json file), create request items from attachment, and then submitting for auto approval in our common chart of accounts application. We have been successful with these steps before but it seems as of late that we can not do this methodology on our default view. The account that is creating and modifying the request has owner permission.
