How to identify a user has capability to local log in or log in via SSO ?

Summary:

Hi Team, customer currently has enabled in PROD the SSO feature, and in security console the Chooser login feature is disabled.

Is it possible to identify by each user account, if the user is able to log in to the application via SSO or via local log in?

We understand oracle ERP when SSO is enable and feature "Enable Chooser Login Page" is disabled doesn't allow the user to select to sing in via SSO or local log in. How to tie out which user can use local log in for ex in the REST APIs when SSO is enabled?
