update ubuntu private instance

hi all

I created a private Ubuntu instance using the Canonical-Ubuntu-22.04-Minimal-2023.08.27-0 image

the image is connected to an public subnet and the vcn has an internet gateway attached, the route table for these vcn is

and the security list configuration is

i can connect to the instance via another machine as a bastion, but when I try to update the Ubuntu machine it gives us acces errors
