How to update all projects without being PM on them?

Possibility to view and update projects without being Project Manager or be a team member on the project

Content (required):

We have more than 6000 projects. we need the possibility to have a few people who can view and update all the projects (like administrators) without having to add these people to the project as resources or team members or Project managers.

How can this be done? Is there a role that could give this access?
