Group policy for generating user API keys

Is there a group policy required for ability to generate an API key in the user screen for OCI console?

I get following error when I click on API keys in the User screen of OCI console.:

Similar error for Auth tokens as well.

Is there a special policy that is required to be able to access these resources under one's user.

Note: I am logged in as myself and trying to generate an API key for my user.
