Trouble with Gauges

Summary:

I'm trying to create a simple gauge that shows the percent balance left, but the gauge is not reflecting the correct information.

Content (required):

I'm using a pretty simple (existing) measure as a value. Screen shot below. Any ideas what's going on or why this isn't showing the right amount? I've had numerous problems with these gauges showing the unexpected values. Even now as I'm trying to edit the gauges are all reflecting the something different (screen shot: dev).

We would appreciate any help. Thank you.
