Is it possible create an issue with Custom Issue Type (not with "Non-Conformance - Work in Process")

I'm creating an issue using below Setup->Navigation. An issue is getting created with Issue-Type="Non-Conformance - Work in Process", instead I want to create an issue with different (possibly a Custom) Issue Type. Is it possible? If yes, then please let me know the steps.

Setup->Navigation: Create Inspection Plan -> Specification -> Manage Action Rule -> Create a Quality Issue
