Task Resources Creating Budget Resources

I create a project and add resources with planned amounts from my Project Plan. This creates a working version of the budget.

However, when I go to the budget, my resourced planned amounts are not present. Why would this be.

Also, even though my resources are added at task level from the project plan, the planning method on the budget created is project level with a source being Project Resources.
