How do I keep 'Recent Requisition' permanently on the self-service requisition module page?

We're using the sandbox functionality to modify the front page of the self-service requisition module, but we've run into an issue. Using this set of instructions, I've moved the smart form panel from the lower, middle section of the page to the upper right-hand corner of the screen. However, if a user hasn't created any requisitions, then the entire row doesn't appear. After I made this change in the sandbox. the Smart Form screen is connected to the panel that also shows recent requisitions. Once the first requisition is created, then the top panel that includes the Smart Forms, will show up.
