Getting error while updating shipment from UI. Any suggestion?

Summary:

We are facing one intermittent issue with the shipment object while updating the shipment such as adding refnum manually etc.. Below is the error message.

"Unable to update 13240 to the database. Either the record has been removed by another user or you do not have the right to edit it."

Any suggestion? Please note this issue is intermittent and does not appear every time.
