Default Deliver to Location for Requisition created by Preparer.

Summary:

We have following situation where 2 preparer create requisition for around 100 requestors.

Now let's assume that these 100 requestors have setup the requisition preference deliver to location as Cleveland, but their employee location is setup as Scot dale. (This is incorrect location defaulted as part of workday-oracle integration)

Now when preparer create requisition on behalf of requestor, the default deliver to location is fetching from employee location and this is incorrect location. Preparer do not know the requestor's preferred location as well.

We would like to know if we have any way where we can default deliver to location for requestor from requestor's preference and not from employee expense account (incase requisition is created by preparer) or any alternative solution where either Cleveland can be defaulted for all requestors.
