Custom popup message for User using Personalization

Summary:

For one time supplier registration , if bank details are not populated, then it is required to enable a text/popup message in that form to contact to treasury/finance team with there email contract, to create bank and branch. How this can be done using Personalization. Basically How custom popup message can be added if certain conditions are not met?
