HCM Extract Manager details getting blank for Resigned employees

Summary:

We have a custom outbound extract defined with all employees details likes new hires and ex employees and also there is a condition like Person type should be EMP and X EMP so when HR team has converted any new hires to Employee the extract get picked up the employee details even if they are in future hire date, for that we are using extract parameter effective date as 31-Dec-4712 but if any employee resigned and approvals completed with future actual termination date for that employees manager details are getting blank in the extract output file.

If we put the parameter effective date as system date then Manager details getting picked up but future hire dates employees details data is not picking the data in the extract file. We need the solution to pickup the manager details for resigned employees.
