How can we dynamically build xlsx file to import Cell level security into planning using groovy

Summary:

How can we dynamically import Cell level security into planning using groovy. we did not find any method which can create an xlsx file. we have csv file writer however cell level security requires 2 tabs with xlsx file. Our security can change dynamically and so we are looking for ways to dynamically build the cell level security import file.
