Propagate changes to Order Movements and Downstream shipments

Is there any rule/ restrictions out there in Propagating date changes to the downstream OMs and SHIPMENTS from Order Release. The ORDER RELEASE - MOD - PROPAGATE CHANGES (AGENT) action isn't working all times as expected and the changes to the ORDER RELEASE remains there without any further impact in OMs and SHIPMENTS.
