How to update Return Order Line or Header EFF's without creating Revision using SOAP?

Hi ,

We are familiar with the functionality of Sales Order updates without creating a revision using the SOAP service (Doc ID 2683677.1). However on using the same service to update Return Order EFF's without creating revision we are facing an error.

"No active tasks or steps are associated with fulfillment line ID ".

Is this the correct SOAP to use for updating Return orders without creating a revision? Do we have any other functionality that can achieve the requirement of Return order EFF updates without creating a revision similar to the one we have for Sales Order?
