Create Forecast Checkbox - Automate Selection

There is information on Oracle Support about defaulting the Create primary forecast upon approval flag to checked when baselining a project budget, but it does not work when the budget has a workflow enabled. Has anyone run into this requirement and found a way when the budget goes through workflow approval? Thank you.
