Separate RBS for cost and revenue budgets

We have setup Financial RBS, with Expenditure Category and Revenue Category as resources.

Idea is to use Expenditure Category resources on a Cost budget and Revenue Category resources on a Revenue budget.

However, when a Cost budget is being created and resources are being added to the budget, the list of Available Resources includes resources from Expenditure Category as well as Revenue Category. This is causing issues with budget creation bcoz user can incorrectly add Revenue resource on a Cost budget and the system allows it to do so.

Is there a way to keep/create separate RBS for cost and revenue budgets so that the correct resources are only available when creating a budget? In other words, we want to see only Revenue resources available for a revenue budget and only expenditure resources available for cost budget.
