FCCS block creation issue in custom rule

Summary

we are having block creation issue in a custom rule within FCCS application. Please review the below code and suggest.

The driver rates are stored on No_Entity member and Target expense entity should be decided by the source expense POV.

eg. If entity 1000 has expense then that should be allocated within entity 1000 by using HC_RATE on No_Entity.

Period and Movement are dense dimension, rest all sparse.
