Control needed to prevent project name to be same as the project number

Summary:

We have a requirement where business doesn't want the project number to be same as project name.

Is it possible or there any way how we can configure this, I have tried through page personalisation using EL expression but the same is not working.

Please note that the client is using the manual project numbering system.
