How to migrate HCM workflow changes from One environment to another ?

Please provide the best practices to migrate HCM workflow changes from one environment to another. We had some challenges when we migrate using SOA export and import functionality. We were able to migrate successfully through SOA Export and Import option for all ERP workflows but for HCM workflows the changes are not migrated properly.
