Unable to create more than one VM in my trial account

I have created a trial cloud account which every employee is entitled to. My understanding is that I can create two compute VMs. I created the 2nd and then terminated it yesterday. Now I am not able to create one more VM. Error message says limit reached but I have only one active VM. Please advise
