Send notification to labor resources when WO or WO Operation is assigned

We have a requirement to notify labor resources about the maintenance WO released.

The WO operation would have proper resource instance assigned to it.

That particular labor instance has to be notified.

How do we achieve this requirement.

Any help is appreciated.
