How can I avoid creating planned orders for small quantities demand ?

Summary:

I implementing Oracle cloud planning module. Due to the supply is process manufacturing all work orders complete quantities are less then plan qty. Due to that the planning will suggest create new work order (due to the produce qty is less then the demand qty) via planned orders (on the plan run after work order status is close).

for example I have a planned order for item X for 1000 KG- I released the planned order and now I have work order for 1000 Kg. after completing the work order the actual complete qty is 9980 kg. The planning will create a planned
