How to restrict users to only look for catalog items and not add them to shopping cart?

In oracle fusion cloud, under "Purchase Requisition" the user should be able to only search for Catalog items and not add them to shopping cart or order them. Assigning the privilege "Manage Requisition" is giving access to "Purchase Requisition" page. Are there any Duty roles/Privileges available that can help restrict the user or personalization is the only option available?
