Need to default the Local name to the Global Name

Our client has a regulatory requirement where the Local name is going to be the official name on all their documents.

However , in some cases , employees who do not have a local name that is different from the Global Name -- the data for such needs to be defaulted to the Global Name

Is this possible. How can we achieve the same .
