Is Load interface file for import program failed to upload the file if there's any issue in any row

we're trying to load the Inventory transactions interface FBDI file in the oracle fusion but due to incorrect data in one of the row it failed to load the whole file.

Is this is the standard functionality?

Or, Is there's any way to avoid whole file to fail.
