Can we restrict IP based access to Oracle Fusion for only specific users (not for everyone else)

Summary:

Customer has a requirement to restrict the access of only specific users to Oracle Fusion through specific IPs. However, customer do not want to add this restriction to all other users; all other user can log into Oracle Fusion using through any IP address.

We are aware of the fact that we can use IP Addresses Allow listing to restrict access of all users not belonging to that IP but can this be done conditionally for only some users while allowing all other users to access the system without any IP restriction
