How can we allow a requester initiated CO to Add items from BPA Catalog

Summary:

Requesters can search the catalogs to add items from BPA's to a requisition.

After the requisition is converted to a PO only a buyer has the ability in a CO to add other items from the catalog by choosing add from catalog on the lines. (https://docs.oracle.com/en/cloud/saas/procurement/23d/oaprc/how-can-i-add-line-items-from-existing-blanket-purchase.html#s20030545)

When doing a requester initiated change order, we do not see the option to add from catalog.

Is there some configuration or role needed so that a requester has the ability to add from the catalog in a CO?
