IDR invoice not displaying in view mode only edit mode

We are trying to implement IDR and the invoice attachment is not showing when going into view only mode of the invoice. We have added the ORA_AP_WEBCENTER_DOCUMENT_VIEW_DUTY to all of our AP roles including the AP Inquiry role. When going into edit mode on the invoice the attachment opens but the header still says there are no attachments. See screen shots below. Only users with Application Implementation Consultant role see an attachment (both in view only and edit mode) What other permissions or configurations could we be missing?
