How to Hide Attachment on Document Record from Employee View

Is there a way on specific Document Types to hide the Attachment region for employees but make Attachments visible to the manager or HR user in Document Records?

We have some document types we use to record Disciplinary actions via Document Records. Often attachments will be added to the record. Does anyone know of a way to hide the Attachment region on these document types from employees while line managers and HR users can continue to view or update the Attachments?

I don't know if this could be done with Page Composer via an EL Expression that references a page flow scope such as for WORKER (the way you can in performance documents) and reference the specific Document Types. Has anyone had this scenario and come up with a solution?
