Need to restrict the usage of certain charge accounts when user is creating requisition

We need to restrict the usage of certain charge accounts when user is creating requisition, for example user with certain responsibilities should be able to use only a few set of charge accounts.

We tried using the security rules in GL and restrict, but it will getting applied to all the module, we need to restrict it only while creating requisition. Is there any other way to achieve this
