I am getting error in BI report due to below line of code. Error - ORA-01840: input value not long enough for date format

to_date(:sdt,'yyyy-MM-dd') <= to_timestamp(fucif.value,'YYYY-MM-DD"T"HH24:MI:SS.ff3"Z"')

where fucif is FF_USER_COLUMN_INSTANCES_F table

Can anyone please help me.
