I am unable to create a OCI instance.

It says that "Your tenancy is not eligible for Oracle Support, including service limit increases. You must upgrade to a paid account to access Oracle Support". I want to create an OAC AI Vision analytics project and the primary need is an instance to create in OAC, which is failing continuously.
