Use SOAP or REST API to attach a text file to a specific Work Order in SCM

I'm using LabView to design a test environment for our manufacturing floor, and part of our process is recording a test file in the form of a simple .txt file. I would like a way to programatically attach several of these test report .txt's to whatever Work Order the test operator is testing units for.

The ideal case is where my test operator scans their Work Order Number (different from Work Order ID!) into my program, which then attaches all the text files needed to the Work Order, and later down the line the Quality Department can open Oracle Cloud, find the attachments, and be able to verify test data.
