Allow creation of Transfer Orders for both source and destination.

Scenario:-

There are two orgs MMC_MFG and MMC_WH.

As we know that, when we create Transfer Order, whatever org we select in Inventory Org that is considered as Destination Org.

Now user from MMC_MFG wants to create Transfer Order from MMC_MFG to MMC_WH but he does not want to change the Destination org from MMC_MFG to MMC_WH. Is it possible that the user can fulfill the Transfer Order?
